RECORD SEARCHLIGHT Tuesday, November 19, 2013 5A LOCAL Reward offered in Oct. burglary Dowell From there he moved his September 4, 1923 November 12, 2013 Carlos Elvin Dowell (also called Slim or Tex) went home to his Lord on November 12, 2013, at the age of 90. Carlos was born near Chalk Mountain, Texas in Somervell County to Basil Dowell and Ora Belle Greer on September 4, 1923. He was the oldest of 12 children. He joined the Civilian Conservation Corps to assist his family.

He accepted Jesus as his savior as a young man. Carlos married Alleyne Allen on October 20,1942, in Stephenville, Texas. Carlos worked for the Texas State Highway Department. He also worked as a farmhand and in a peanut mill as well as working in the cotton fields before coming to California in 1950 and settling in Anderson. There he went to work for US Plywood until it closed in the early 1980s.

Carlos was preceded in death by Alleyne, his wife of 65 years. His parents and eight brothers and sisters, all of Texas, also preceded him. He is survived by his brothers Donald and Jarrell and sister Glenda Gillaspie, of Texas. He leaves his sons Jack (Thelma), of Anderson, CA, Daryl and Jeryl (Amy), of Granbury, Texas; daughters Cheryl Hammond (Jim), of Anderson, CA, and Carlene Lorance (Eugene) of Skiatook, Oklahoma. Carlos also leaves nine grandchildren, 10 great-grandchildren and one great-greatgrandchild.

Carlos was a "shade tree mechanic" and loved working on cars. Especially before they "ruined them" with computer stuff. He also enjoyed panning for gold. He would make a tool rather than buy one. All the kids enjoyed his homemade merry-goround and zip line.

He was a loving, kind and gentle man. Family meant everything to him. He loved to play jokes and scare us all. He will truly be missed and never forgotten. Until we meet again Services to celebrate his life will be Thursday, November 21, 2013 at 9:00 a.m.

He was born on April 24, 1928, in Gaylord, Minnesota. He spent his youth in Virginia, Minnesota. After graduating from High School, he enlisted in the Marine Corps and served his country until the end of World War II. He graduated from the University of Minnesota at Duluth with a teaching credential. He taught school at Warroad and Cass Lake, Minnesota.

Rocky loved football and never wavered in his support for the 49ers. Rocky and Joyce spent many years of retirement relaxing during the summer months in Trinidad on the California Coast. Joanna March Turner 1967 2013 Our beloved daughter, Joanna March Turner (known as Gia to her family), passed away unexpectedly at home on October 19, 2013, in Redding, CA. Gia was born December 20, 1967, in San Rafael, CA, to Vince and Joanna Riccardi. She was our only child. Her husband, and love of her life, Ron Charles Turner, preceded her in death in 2012. She is survived by her parents, Vince and Joanna (Josie) Riccardi of Redding, CA.

She is also survived by her devoted grandmother, Joanna Bard Newton; aunt Georgiana Pulos (Andy); uncle Travers Newton; cousin Rio Ferrara, all of Santa Barbara, CA. Gia also leaves behind uncle Fred (Sharon) Riccardi and cousins: Steve, Megan, Peter and Claire and their families, all of Virginia. Gia graduated from Redlands High School and received her AA degree from Crafton Hills College, Yucaipa, CA. In 1995 she graduated from Cal Baptist College, Riverside, CA, with a Bachelor of Science degree. She worked in the health care industry, utilizing her excellent computer skills.

In 1996 she married Ron Turner, who loved her in spite of her health issues. He brought joy and adventure into her life as they loved to go camping with friends, along with their two faithful dogs. They also belonged to a motorcycle club and enjoyed many fun road trips together on Ron's motorcycle. Gia suffered from arthritis since the age of 14. Everyone was amazed that despite her physical challenges, she always had a vibrant and enthusiastic zest for life.

In her twenties she joined the LDS Church, and her Mormon faith gave her great strength and courage. Her parents are grateful to Bishop Hunter of the LDS Church in Redding for conducting the beautiful memorial service for Joanna, and for his guidance and wisdom. Her wonderful friend Lorelei was a ray of sunshine in Joanna's life after she moved to Redding following Ron's death. Her family is also grateful to her friend Debbie, of Idaho, who helped and comforted Joanna after Ron passed away. Gia's and Ron's ashes will be buried together in the family plot in the Santa Ynez Valley, CA.

She touched our lives in so many ways, and we miss her terribly, but we are comforted to know her pain and sorrow are over, and she is finally at peace in heaven with Ron. Lauri Rizzi, a family services court clerk who has worked there for almost 12 years, said she loves her job.

But she says it's been difficult for her and many coworkers to make ends meet. What especially rankles them, they say, is that court administrators, especially Fowler-Bradley, have not felt the same financial pinch. "We really pulled together to cut costs to support the court administration," she said, agreeing the workers feel "betrayed" by the top administration. The union has said its members have not been LAFCO from 4A Community Services District, which had an ongoing battle with former Executive Director Amy Mickelson over mandatory studies the district said she wasn't completing. Those complaints resulted in a class-action lawsuit filed on behalf of the district last month, while Mickelson left her job under vague circumstances after a series of performance evaluations in July.

Lopez said that now, finishing the sphere of influence and municipal services review studies for 41 of 54 agencies is only a matter of time. By law the studies must be completed every five years. "It's been five years that they've been waiting for their (municipal service reviews) to be adopted," Lopez said. "The sign I'm putting out is, we're open for business," Lopez said. "I think we're going to see a lot of resolution I'm really user-friendly. This is an agency that assists agencies to do what it is that they're trying to do in a real effective way, and that's our job.

I've had people walk in kind of grumbly and go out smiling, so that's good." Baugh praised Lopez's performance on the job so far. "She's performing, I would say, spectacularly," he said. Jerry Monath, chairman of the Fall River Valley Community Service's District's board, said he's looking forward to a change under Lopez. Thompson said meetings were held between the applicant's representative, engineer and architect and the city asked for more information so it could finish its environmental review. "But it looks like the last activity on the project was in June 2007," Thompson said in an email. "As you know, that is around the time new housing construction started to decline." Thompson said a couple of people have come to the city to inquire about the property. "One man indicated he was interested in constructing a multifamily development on the site," Thompson said.

Realty is auctioning off one other North State property, a 100-plus-acre recreational tract called Glass Mountain in Siskiyou County. The property also features more than 40 acres of 20 unpatented mining claims. The land is in the Modoc National Forest between Lava Beds National Monument and the Glass Mountain Geological area. There is no minimum bid for the property. Sealed bids are due Wednesday.
